The correct answer to this question is John Entwistle.
He and Keith Moon (though I wouldn't claim he was the greatest drummer ever) had the technical skill to revolutionise how their instruments were deployed in popular music, playing them pretty much as lead instruments rather than as a mere rhythm section.

What's more Surf they managed to do fancy stuff AND stay as a rhythm section with the main groove.
One of the reasons I don't really rate Mark King or Peter Hook as they relied on synth/sequencers to fill in the actual bass that they were no longer doing.
I am a bass player and that kind of pissed me off.

Entwistle was brilliant, not sure the video's still available on youtube but the dvd of them doing at 5:15 at the RAH with a mic attached to his bass filming close up of him doing the solo, marvellous
